Very good question.
Japan is a safe country, so the police won't even approach you (probably) if you are walking around while taking pictures.
I don't see many policemen even in suspicious downtown areas.
However, if you are riding a bicycle, police will stop you regardless of your age or sex.
It is a mystery.
