It means you need XL candy to power it up to the 1500 limit. Not just tye regular candy is enough to power it up

Powder snow is good for lickytung and vigoroth. Overall shadow claw is better.
Powder Snow and Shadow Claw have the same energy generation, as enza said it'll help you a bit when Sandslash gets into a matchup against normal types
Shadow claw is more neutral but powder snow is viable as well
