I think hero vehicles have issues with headlight.. I am using Hero Hunk since 2017 and the same halogen headlight has very low power... So after that I have fitted additional led lights ... Also the headlight is connected with dynamo so as the acceleration goes down the headlight also gets dimmer

Tilt the headlight all the way down. Then only it'll focus on road. Default settings is totally off.
About the horn, try spraying some WD40 inside the switch
