I don’t want to sound “negative” and definitely not assuming it’s what is happening between them… But every parents must check what makes the other child be that “distant or hesitant” with the brother/sister… many cases of abuse happens in front of our eyes but we don’t see or “we don’t want to see it”.
The second child usually is just the more emotional or sensitive one regardless of the mom's character. I am the second and I am very emotional, both too compassionate AND too angry. It's not necessarily the mom.

My oldest son is one who is super selective of who he wants to be near and I honor that, and my middle sometimes gets anxious in groups so large family pictures he’ll opt out of at times and I allow it because pushing your kids to do something they aren’t comfortable with is trauma inflicting

When I was younger, me and my older brother taught like cats and dogs, we didn’t hug unless we were forced. He’s 4 years older than me. Me and my eldest brother got along really well. It’s just sibling dynamics, it works itself out with age

My oldest son is one who is super selective of who he wants to be near and I honor that, and my middle sometimes gets anxious in groups so large family pictures he’ll opt out of at times and I allow it because pushing your kids to do something they aren’t comfortable with is trauma inflicting
