Soil classification is given on FAO portal. Like Vc is known as Chromic Vertisols, same way you can find other names from DOMSOI. And if you want to work on laterite soils then you need to know which states have laterite soil. Once you habe this information you can select those states.
Using FAO classification you can find the name of the soil.. For e.g. VC stands for Chromic Vertisols and if you search for Chromic Vertisols then you'll get to know that it is clayey soil

when i add the layer and reproject it to the same projection, the line doesn't match up (no where near) and seem very small.
Try this:
Click on Vector --> Data Management Tools --> Reproject Layer

What does these Legends mean...like what does Bd , Be, Gl etc mean
They are all soil types given in FAO soil classification chart!
How to add correct latitude and longitude
You must have coordinates in csv file and then you can add that file in qgis
