You should use some bubble wrap blocks to supplement some of the buoyancy. Wood on the outside for taking hits, bubble wrap underneath for cheap buoyancy. It won't look as uniform but it's a bit more efficient material wise.
I got 2 thrusters to work pretty nicely with the wasd controls without putting them on bearins but it needs a controller, 5 logic gates, 3 sensors, a bearing and a piston. probably make a boat sink. but it makes hovercrafts/drillsliders good.
