I agree with everything you said but unless they can produce a unique song that represents them like TeddyBear StayC, Bboom boom Momoland or have a unique group concept like Dreamcatcher. I don't see what more can the management do.
Promoting does not work when they have nothing that a lot of fans are eager to see.
The company is getting desperate and are trying the Kwon Eunbi approach.

This is not something new. Ridiculously sexy clothing has been the concept of Kpop girlgroups for more than 10 years.
I don't agree with it but that is the state of the industry and it's market audience.
We want them to wear with more decency and comfort but a vast majority of the market audiences that pay money want to see sexy.
The only time i have ever seen Kpop girlgroups wear modest clothing was during performances in Saudi Arabia.

It’s sad to know that CIGNATURE’s company is doing this too Jeewon to attract attention from the media, especially from old male “fans”. And what’s even more frustrating and annoying is that they can’t speak about it or call their company out, as they are restricted to do so. Their facial expressions and manner changed when they saw the up-skirt part. They was happy smiling and talking, then when the up-skirt part came, their smiles washed away. I feel so bad for them.

Their company should know these dirty tactics never worked well at all , they should put efforts in good real clean marketing with good team like any successful group out there.
I agree but if this group have debuted in big 3, these would not have been the issue. The market is hypersaturated with girlgroups that no amount of marketing will ever get Cignature to what the fans expect it to be.
I remember Exy of WJSN in Queendom (if i am not mistaken) once said that and i paraphrase what she said coz i don't remember her exact words, her only regret is that WJSN does not have that 1 catchy song that symbolises the group and WJSN remains relatively small till this day.
This shows that a lot of factors must go together with marketing to make a group known.
Best example is StayC, they had so many catchy songs that the fans love that it makes it impossible to not know them.
They don't have any member that is an X-factor like Wonyoung or Sullyoon.
They don't have visuals that are on par with many of the gen 4 groups.
They don't have a unique group concept like say Dreamcatcher or a unique song like Bboom boom Momoland.
Guess they are trying the Kwon Eunbi approach now.

No excuses for the company here, since it should be quite obvious and simple for the companies stylists to know their measurements and give them the proper size fittings, but at the same time, she does have quite a bust and that's very much not the same as the others in the group. They have less can we say, "development", in that department than her. However, it still is not okay to do that to her. They're basically using her "developments" to their advantage.
