I feel TKO were desperate to get Rock on the board. Especially with the bad publicity WWE was facing with the Vince McMahon scandal coming to light.
I assumed ownership of "the Rock" was part of the deal and the promotional value Rock brought to the table was leverage. Especially their new deal with Netflix.
Also WWE trademarks all their characters on their roster. The wrestlers have no choice. It's how they get their foot in the door to possible stardom.

if you remember rock's earlier films they would promote his films on wwe televison and the movies would advertise his name dwayne "the rock" johnson lol he didnt own it at the time, its one of the reasons rock spent years in hollywood building his name dwayne johson as its own brand before eventually returning to wwe, so kudos to the rock
If you could choose Samoa or Tonga in Rugby Union and can change whenever then most probably the foreign players would choose the islands that's the difference between the NRL players and the Rugby Union players they can choose to go back and forth in the NRL but you have to stand down for years in Rugby Union.
