Finland is a relatively large country, larger than the UK or Italy, the winter conditons vary a lot from south to north. In south in Helsinki the first snow arrives in Dec typically, some winters are almost snow free.

Looks worse. Atleast Tallinn has the old city. Helsinki was pretty much nuked in WW2 and then idiot leaders decided to copy Commies´construction style in the 60s / 70s. Even still there are some idiots deciding how to build. Finland doesn't really have any cities, just collections of sparsely strewn about surrounded by barren tundra.

Yes, you can, as long as there is no sign saying parking is prohibited.
