The uk law is not to use phones whilst driving plus too drive at the speed limit (Highway Code) he is giving mitigation evidence that he breaks these rules. If he ever has an accident the police will seize his phone which will prove it was actively being used whilst driving resulting him to lose his license. The true main factor to not using your phone is to save lives you can kill someone
