They really dropped the ball not giving him the ability to turn Rosé or Super Saiyan. There is literally no reason he couldn't have either of those abilities seeing how modders, RANDOM PEOPLE ONLINE, can do it in like a month or so plus giving him newer transformations. Ik I'm pretty much screaming into the void at this point but I really wish the XV2 developers put in a bit more effort into the little things like the Modders do for the PC version

The reason they didn't give Goku Black super saiyan is because it's based on the anime version and in the anime version of Dragon Ball Super, Rose is Black's version of Super Saiyan 1.
You do realize that they added MUI Goku to Xenoverse before he was revealed in the anime? They deadass had to make up Godly Display cuz they didn't have enough material for 2 Ultimates. Saying they didn't add because it's in the manga is an excuse

Not SSB. goku and Vegeta both say its Super Saiyan and it make sense because SSB it taking the SSG multiplier and then adding SSJ ontop of it. But Goku Black's base form is already god ki, so there's no SSG multiplier to stack onto. So its just his version of a Super Saiyan. More likely Grade 4.

Well Xenoverse 2 is based on the anime version of Super and in the anime verison, Rose is Black's version of Super Saiyan 1.
