Hello! Around 10am po sila pumunta. According kina, kuya na nag-assist, maganda daw pumunta pag high tide. Based on experience, I suggest to go earlier din, para at least hindi yung kasikatan ng araw.

Yung meet-up place during habagat season (June to September) is at Moksha Cafe sa may Bulabog Beach. Not sure lang kung where exactly yung diving point is. According sa mga guides depende din talaga sa oras at sa panahon kung gano kadami yung isda na magpapakita.
