think one issue with the pass is that not everyone will have it. +1 to raids like VS makes it awkward to find a x4 run group or just trying to set up a run for x1. if i had it i would just skip the 4th run with the hassle it would cause. but i agree overall on the points mentioned.
Yep and it will gate f2ps (especially newbies that are f2p) from finding consistent teams with strong enough players, since the only people you can rly play with is with other f2ps since you are forced to search for a lower amount of runs. This change will make the game easier for a newbie that pays but makes the entry into raiding significantly harder for any f2p.

A probability is that the Soul Pass will just create unnecessary segregation if people start making x4 run groups.. and cause issues once people start joining in without the pass and just leaving on the 3rd run. Having to deal with that when LF came out and people who ran just 2/3 runs and came to leave on the last run was a pain at the beginning... There isn't a way to indicate the player has Soul Pass is there? I'm more curious how many people will buy the pass too. If they had brought it out when the game released sure I can see the use for the extra FP but not anymore. The population is saturated with mats and recovery FP items. Success rate is alright I suppose. They have been giving the 100% success ups on the weekends so I don't see it as a big deal. Managed to get by with the amount of ADs they have handed out via events as it is. The cumulative rewards are okay at best. VS has been out for awhile so the Soul Pass is a nice way to catch up if people really care about the +1. But the nuisances of finding x4 groups or making a group after for just x1 is also more hassle. Only thing I can see this being an issue is once BS raid comes. If the Soul Pass increases the pass then yeah the Soul Pass becomes more Pay 2 Progress Faster (Assuming it will drop the fragments like how VS P3 does).
