Hey Kash seems like Noval improperly sold The Reef and Silver Beach in Las Terrenas. I spoke to a few important figures in Playa Bonita. The zoning resolution for Samana peninsula (Resolucion 06/2011 - Ministerio de Turismo DPP) in Article 24 Unidad Ambiental BONITA permits for the lots on which these projects will be built a density of 30 to 35 bedrooms per hectare of land (depending on the size of the land). I was also told that all neighboring projects were built with this density, even before this resolution (i.e. Sublime, Viva, etc.)
Noval is essentially selling The Reef and Silver Beach. These projects are 3x the permitted density. They never had environmental permits and would only receive them through a presidential decree that goes above the zoning resolution. That is terrible news for alot of people that I know who bought in those projects. Why are agents pushing these projects? Simply because noval pays a generous broker fee? Sad stuff.
You have to caution where info comes from. That's important Steve. I have been here for a while now and everyone says they know the laws and have the connections. Trust me this is what I hear a lot. There are many powers at play causing the delays. I know other projects that are doing the same thing - yet getting approvals. I wouldn't blame anyone specifically in for this but more importantly come to conclusion that it won't happen. Noval is a very very large company. With a lot of influence on the - thousands upon thousands of projects under their belt. I remain confident they will come through. I am sure they will. But the moral of the story is we can't trust what this person or that person is saying. I have learned my lesson in my travels and in business here. Everyone will give their opinion as they see it. With what they know. And they will site laws and regulations as they see fit to support their story. We must wait and watch and remain positive that Noval will come through. I do not they have full intent to build and are pushing very hard for those approvals and won't stop until they receive them. Will they need to adjust density - for sure - but then again no-one knows the true details. Let's always be liery of where we get info - even here in paradise - I have learned this the hard way as well. Listen - watch - learn - and move forward in any market with caution and care. @@iLoveLasTerrenas thanks Kash. Unfortunately or fortunately, however you want to see it, the source is the leading political figure in Las Terrenas. It doesn’t take long to realize the projects that are moving forward and the ones that don’t. Especially when you see the that same elected official giving his public blessing on projects that have received approvals (Blu Terrenas being one of them and that’s a massive project that has 5-10x the land to build on vs Reef). But it’s becoming very apparent that The Reef is an ambitious project that simply doesn’t meet the environmental codes for construction. I’d like to see the project made because if not it will damage DR’s reputation in a big way. And they have other projects like Oceana, Portofino - Reserva Real which have yet to be completed from 2019. And others like Atlántida, River Bay in Punta Cana that are now delayed 2+ years while other developers are completing projects. One example is Navío in Cap Cana, right next to Harbor Bay. The project is selling for nearly half the cost that noval is and will be completed a year or two earlier. And Noval announced their project 2 years ahead. Just bad optics
