As we know that the fluid flows from high head to low head but in this case there's no difference in head beneath the the dam then how seepage is happening? How water is flowing from one end of the Dam to the another end of same level?

in the upstream there is a reservoir in which water is fillup (you can see in fig.)in downstream of the dam there is no water so water is going from upstream to downstream bcoz of head difference
