bhaiya i have a laptop without usb and rs232 port , i have usb c type port , will usb c type port to rs232 ( db9 pin ) converter cable work for this ? i searched online some people said that there is voltage difference between usb / usb c vs. serial port as they work on different voltage levels , can you please clarify ? also should i first convert usb c to usb by adapter and then usb to db9 ? will that work i am programming avr chips such as atmega328 , atmega 8 , atmega 33 , atmega 16 , attiny85 etc . thank you please answer all queries 🙏🏽🙏🏽

The most important thing to do before you want to use communication equipment or make an RF transceiver is to obtain a telecommunications company license to avoid being caught by the police due to legal issues. If you don't like it, you have to get at least a nationally accepted HEM communication license. I tell you this as a person with actual low cost experience.
