Last story - land value appreciation is real lol. Bought my 11.5 acreage in 1994 for $110k. Last year property was valued at over 325k. And best of all no HOA lol.

*Second Story:* Verbal agreements are not legally binding. There's no way to uphold them in court, even with witnesses. Glad OP took that HOA to the cleaners over their shenanigans.
Verbal agreements are legally binding but the terms/requirements vary from state to state (in the US.) In general, though, the sale of anything worth over $500 needs to be performed with a written agreement.

First story modern cars are designed to crumple around the passenger areas to protect the passengers HOA story this makes no sense even with an agreement the HOA would still have to work with the estate to get everything handled including payment for the property. Even with an agreement OP could demand the HOA prove they paid for the property as it was an asset of the estate
To answer your question at the start, it is possible. I heard a story on another video about a guy who was stopped at the light... then the woman in front of him backed up at full speed. She was trying to fake what happened here because she couldn't afford an insurance payment (no mercades here). fortunately op was wily and successfully faked that he was knocked out in the crash while she was screaming into the phone that he was trying to road rage assault her. when the first responders showed up, he convincingly told his side of the story, which was more or less the truth while she overplayed her hand. wild story
The first story is not so bad. There was another story where the woman backed up into the OP and then called the cops saying the OP rammed into her car. Luckily, the tire marks, the gears of the transmissions and other details did not match that story.
First Story, is it not a legal requirement in the USA to have car Insurance. In the UK it’s a criminal offence not to have it. If pulled over your car will be seized and held until to you prove insurance, plus you’ll be fined & have points on your License, and have the holding fees to pay for the vehicle to be released.
With a few minor exceptions, you are required in the US to have either automotive insurance, or have proof that you can pay for any damages you might be liable for. That's pretty much just for rich people, government, and some businesses though.

Actually they are Legally Binding IF you can prove to the Court what the Terms are...a recording of the agreement being made does that nicely...

Even without surveillance footage, it's obvious she rear-ended OP. The person who rear-ends is usually at fault.
