Your engine is running too lean, that is why it is popping and cracking when you close the throttle, and it breaks up at high RPM. Judging by how loud it is, you probably opened up the exhaust which would reduce back pressure and make it run lean. Also, if you opened up the intake, the engine will pull in more air, which the carburetor jets can't keep up with. TLDR; get a larger main jet for your carburetor.

It makes way more sense for him to wear dress shoes since it might be part of their uniform or something. RiceManAlex I'm from New Zealand, and most schools in New Zealand wear uniforms as a dress code. Some unfortunate poorer schools cannot afford a uniform so they wear non regulated clothes. This would have been a school for several thousand students attending, as you say private.
