The capacitor is holding the same voltage as the battery actually 99% is 5tau capacitors only will charge up to the voltage source for DC voltage and then it will stop charging once it reaches the same value as the source so no it would not make a difference by removing the cap you could only do worse and it would draw power from your car every time the base hits
