Toriyama did not establish much of a top down lore and much world building of Dragon Ball before he started the series, or even earlier on in the series. But Dragon Ball Super has established much with regards to World Building. I believe that there should be a new Dragon Ball universe that is a separate canon from the presently existing one, that in many ways resets the entire series. There should be either one universe or multiple multiverses and the focus should be on Universe 7 and in that the Milky Way Galaxy in which the Earth is found. The different elements of the lore that have been established with the Kais, Angels, Gods of Destruction, Hell etc since Dragon Ball to Dragon Ball Super should be revealed fairly early during such a series reset. It should also be made known that Goku is a Saiyan. The Earth is one planet of a human dominated interstellar state within the Galaxy of at least many thousands of planetary systems. The Saiyans themselves have their own planetary systems. They were allies of Frieza, and there's a war that's ongoing between the Saiyans and Frieza, which occasionally goes into human worlds. Humanity is already long aware of Saiyans and Frieza and has largely been neutral to them, though humanity is aware that they are both likely threats, especially Frieza. Humanity as such has established a corps of very powerful ki possessing warriors, and occassionally, they have clashed with the Saiyans in particular. While most Saiyans are under King Vegeta, they are not fully united. There are a number of isolationist Saiyan groups and factions scattered across the Galaxy. Some of them act as pirates, others as mercenaries, and some still actually reside peacefully with other species and have been assimilated within states dominated by other species. Because of their much greater average base strength and athletic explosiveness the Saiyans prominently feature in the defence forces of a number of states, and even humanity itself possesses a corps of Saiyans. The various Kais, Angels, Demons, and Gods from time to time intervene in the Material Universe directly, but they can only make apparitions through supplications and summonings. They have various sides or persons that they patronize for various reasons. And a number of them either openly or insidiously try to actually form their own dominions within the Material Universe - at least temporarily. Within the Universe of the Dead, various antagonistic other worldly beings can only confront one another limitedly and under certain conditions. Eventually after some years, there is a truce between the Vegetans and Frieza. A few sectors have proven impregnable by Frieza and also Frieza's also been confronted by threats from mindless mutants, some rebellions, and Buu like beings, and also some demons demanding their pound of flesh.
Bardock, Goku's father, did confront Frieza, and engaged in one on one Battle with the Tyrant, almost beating him. He does delivery footage and message of his confrontation with Frieza, saying that it took place in the Vegeta System, which Frieza denies, Frieza alleging that Bardock is either part of a planned assault force ordered by King Vegeta to finish him off, or a rogue under his own or mercenary motivations. Frieza for many years maintains that the destruction of planet Vegeta was not his own doing, but the subsequent ferocious retaliation was a punishment by the Saiyans for crossing him. Bardock did receive a prophecy of the attack on Vegeta and even the wider Vegeta-Frieza war, but he did not fully believe until it was at its very eve. Hedging, he'd sent his his wife and certain members of his extended family and a number of other Saiyans of his clan onboard a worldship to a safer system. And that pod was jettisoned from the escape ship and eventually found itself on the Planet Verdant, a largely temperate world of a few hundred million inhabitants at the periphery of human space, where it landed.

Nice video. This seems to be a very likely scenario if Bulma had contact with the Galactic Patrol from the start of the series and not just have them introduced later. It seems kind of weird to me that she never called them for help throughout the series with all the threats they faced.
