This doesn't make sense, if cell "awakened" later there would be no change because he's not actively absorbing DNA, he was just created with the DNA available at the end of the Namek saga. So if Gero had waited to create cell until there was more DNA samples to choose from, then he would be stronger but not just from waiting longer to awake.

What?! Cell didnt "gather information" he literally has the fightees "cells" hence his name "Cell" for example he's able to regenerate because he has Poccalo's cells. The androids like 16, 17 and 18 are the ones who "gathered data" If cell was in Super he'd be a weaker Buu...... he'd have to absorb everyone to be stronger and gain their cells...... which again is bacislly just a weaker Buu. Theres a reason they didnt bring him back..... its the same reason they kept Buu out of the ToP (and pretty much all of super baring as a gag) absorbtion is just to damm strong.
