This circuit doesn't regulate constant current for high-power LED. This is a basic current regulator-type dimmer. For high-power LEDs, you’ll need a more sophisticated driver circuit like a Buck-Boost converter or a high-frequency PWM controller.
In this way, It's not so power efficient. You should not use this method while you are making a project on battery power. Try PWM Method. And if you want to use this method to drive a 3 watt LED, than just use a more powerfull transistor like TIP31, thank you.
