its in Pennsylvania too, its genius on the part of the people that do the lottery because if you get a voucher instead of cash it in right away you are more likely to spend the voucher or most of it before cashing it, I can attest to this lol

I hate that the only way to get a dollar on that ticket or any other dollar ticket is to get a free ticket. Even California doesn't do that. Don't get me wrong, I hate there's free tickets instead of just getting a dollar, but at least we have the two options instead of one
