Why is the line so slow ? Why are there 5/10 mph speed limits?

I think Heritage lines has a speed limit of 25mph max speed (West Somerset max speed is 25mph). So those reductions would be according to the general line speed.

There are 5mph & 10mph speed limits only in special circumstances, such as over open crossings (i.e. no barriers to stop cars crossing the line) and also within certain station limits. The max speed is 25mph as this a heritage railway run under a light railway act. The 25mph limit keeps insurance costs affordable for a railway mostly run by volunteers.
