Secondly, the version of this circuit shown is a downright dangerous design: there is no fuse, no isolation, no earthing, no enclosure and if that 1/4W carbon film resistor fails it will pass mains voltage to the output.

not from this project alone. the only possible way is to have the required end current be less than the forward current of the last led in the chain. and the same for the led before that, and the led before that.. etc etc..and so, basically, you need a resistor for each led, which kind of reduces the effectiveness of the project.
this is call CAPACITIVE DROPPER CIRCUIT drop the ac voltage at around 35vac.....and convert to dc using bridge diode...commonly use on ac220 RF remote controller for 5vdc receiver and 12vdc relay ....small current and cost effective

@@wasimshaikh6896 you cant run 12watt led bulb on it due to flickering but if you increase its voltage capacity then it might run. An example for u is that replace its capacitor with another value such as 4.2uf or so with 400V then it might work on 12 watt led bulb. Rest u can do the math. Or look for another circuit that u test ur self. I found many fake circuits on youtube. For small load like 10mm led it will work perfect.

You should DEFINITELY learn more about creating DC supplies from mains before continuing for your own safety. However: Bridge rectify your AC use an appropriate voltage rated bulk storage capacitor AT least 1.5 times the maximum RMS AC voltage. Then use a suitably rated switch mode buck regulator to achieve your required final output voltage. Please consider carefully your required output current and power and ensure your bulk supply is capable of delivering that.

If the 220 ohm resistor is connected to the "live" side of the electrical outlet, this circuit is going to give you a nasty shock. Please don't spread false information which can be dangerous for experimenters.

And you should never drop high voltage across a single carbon 1/4 watt resistor. Use at least one in series per hundres volts.

Max current: (220-0.7*2)/(3184+220+330)= 58 mA rms
