Well the characters that did it have the potential to do it in the series. Naruto and Sasuke are continental level. Some would even argue planetary level by simply being able to fight Momoshiki who was at Kaguya's level at base (according to the series). And Kaguya was planetary level with her expansive truthseeking orb.

Take notes anime games that don't do this. Cinematic Supermoves. They're a staple in anime games. Looking at you Xenoverse and Kakarot. Mainly Kakarot. They easily could have had cinematic supermoves for every character. Zarbon's pile-driver on Vegeta during that fight was proof.

When you break your opponent that causes them to be stunned, all of your supers becomes cinematic. Even your regular combos gets cinematic finishes. This can happen in any fight once the break occurs. Also, you can get a Super Dramatic finish in any fight once you enter Surge mode and end the fight with a Kamehameha or Genki Dama. I agree that there should be more cinematics in the game. As I stated about Super Dramatic Finish, only Goku and Gohan can achieve this since both uses the Kamehameha and Goku uses the Genki Dama. Vegeta not having one with his Final Flash was a big miss. Vegeta not having a Final Flash cutscene was a big disappointment. I'm not even sure why they chose to heavily animate Recoome's Ultra Fighting Bomber scene over the notorious Final Flash. Also, Super Saiyan 3 being a dialogue skip scene and not cinematic was disappointing and doesn't do justice to what the anime did. But I understand because it wasn't that epic in the manga. The decisions they made to overly animate certain scenes was very odd.

There are only a few cinematic ultimates in that game from what I've seen. Hit's, SSJ4 Goku, Jiren, SsbE Vegeta. If there are others then it's probably only one or two. Cinematic intro animation doesn't equal a cinematic attack if that's what you mean.

It's hard to consider that a cinematic move when you can't even see it actually connect to the opponent. Because of the over the shoulder view you can't see the opponent get hit by the Kamehameha because the blast is obstructing the view of the opponent. So it's almost like it doesn't even connect. For a proper cinematic move you should see something connect. It feels almost like the blast is just hitting air only in a more cinematic way with the outer space shot. A better way would be the Raging blast way where there's a cutscene attached to it showing the opponent being blasted and overcome with energy for just about every ultimate attack. I don't know what that other stuff is you're talking about.

It's funny to think that originally it was going to be a Jonin+ technique. Only like 1 time did they show clones being used that werent solid (Shadow, Wood, Sand, etc.) and that was the Sakura vs Ino fight unless I missed other uses x)

There's nothing stopping Naruto from doing it. His body is compatible with Hashirama's cells. Meaning he should have access to wood release. And since Naruto is Hashirama's reincarnation, he should even be better at wood style than Madara.

I really wish how the first Ultimate Storm super moves didn’t go at 300mph. There was time to really enjoy the visuals and movement of the animation. In the new ones, all ultimates are effects on crack, and they all end in the biggest DBZ earthshattering explosion. OG Storm for life.
Well for starters, Isshiki can shrink down to avoid all of that taijutsu. Secondly, he was able to one-shot both Perfect Susanoo and Kyuubi Avatar Naruto as Jigen without his full power. As Isshiki, his power isn't being limited by Jigen's body anymore. You can argue them combining somehow combines their power, but nothing Isshiki wouldn't be able to handle. The way to beat Isshiki is using strategy, not brute force. That's why his primary target is Sasuke because he's the smarter one of the two.

I really wish how the first Ultimate Storm super moves didn’t go at 300mph. There was time to really enjoy the visuals and movement of the animation. In the new ones, all ultimates are effects on crack, and they all end in the biggest DBZ earthshattering explosion. OG Storm for life.

Well for starters, Isshiki can shrink down to avoid all of that taijutsu. Secondly, he was able to one-shot both Perfect Susanoo and Kyuubi Avatar Naruto as Jigen without his full power. As Isshiki, his power isn't being limited by Jigen's body anymore. You can argue them combining somehow combines their power, but nothing Isshiki wouldn't be able to handle. The way to beat Isshiki is using strategy, not brute force. That's why his primary target is Sasuke because he's the smarter one of the two.
