The 200 years of peace we've had since Napolean is the longest we've had with the French since the dark ages. Other than some unfortunate incidents during the second world war that is. But that French fleet could of ended up in German hands, sinking it wasn't pleasant for anyone, so better scuttled then requisitioned by the Kriegsmarine.

Music was actually used to convoy orders, and the musicians were often teenagers, not adults (at the time at least).
