I always find it amusing how Poppy doesn't seems like a threat, even when she's fed. a fed Mordekaiser, Aatrox or Irelia approaching you as a mage or an adc makes you back off immediately. but Poppy looks like a furball hoping around. then she hits her e and you lose half of you hp in a short trade.
Literally all of the matchups Poppy "wins" is through playing extremely good, rather than champ diff. She has no scaling, poor sustain, is easy to kite, and often relies on walls (poor positioning from opponents). This is a very difficult champion to pull off in moderate-high elo, so it's nice to see Bwipo showcase what it looks like when she's played well at the extreme end of high elo. If you want to counter this champ, pick Cassio (minimal skill & champ knowledge required), Gwen (moderate skill required), or Garen (your monitor is turned on). Congratulations on your free lane.
Poppy always has been a strong champion. Not only she is tanky af, but has mobility, disengage, engage, peel, shields... Just a single good ultimate alone in an objective can win you a game even if you are 0/6/0. So lane dosn't matter as much as long as you play well.
Next do it with someone who isnt a tank. Then the video title might be true. Sett vs quinn. Sett vs Vayne, MUs like these - thats where true skill will be on display.

Youre mostly right, but at high elo garen and Gwen lanes are fine-good for poppy. Rumble, Olaf, and Warwick are all better picks.
