This was going to be a rated R movie 🎥, but it was toned down to a PG-13 rating, which also could've been why Goro's fatality was edited out and they had him just break his neck instead.
There were a few movies in that mid-late 90s area and some of the early 2000s that were toned down to receive a PG13 rating. It was a good tactic to be able to sell more easily to their intended market. I think this movie could have been better if they left it more violent. The game series at the time this game came out were receiving MA17 ratings already, what is now an M rating. The gore was what made the game popular to begin with. The movie would have been better with it as well.

It's there, it's just a bit subtle. They later decided on having Shang Tsung steal his soul. It definitely works in increasing the odds against the protagonists
