Yo SEGA should have hired the The System to write songs for their games in late 80s, early 90s. Could seriously hear something like this on After Burner, Space Harrier, Outrun, Hang-On, Streets of Rage, Sonic or Daytona USA
I'm 3 years too late, but there is a game by Konami called "Violent Storm" that's OST sounds like it was really influenced by The System. The gameplay is great too if you enjoy beat 'em ups.

It sounds like Yamaha DX-7 electric piano, or synth bell? Could be doubled or combined sounds to get this particular sound. ( Here's what dx-7 electric piano sounds like : ruclips.net/video/V4Hs-EkUGJg/видео.html ) Regardless of if it's a DX-7 or something similar, the system seems to generally use a ton of FM (frequency modulation) synthesis. One exception being the drums which sound like triggered and manipulated samples. cheers
