Each character costs a certain number of points, and you have a maximum number of points to spend on your team. Some characters like Vergil are just flat out banned, and IIRC Zero is so expensive no one's gonna use him since the rest of the team would be very weak.
You have to construct a team without Virgil since he's banned. Every character is worth a certain amount of points and you have a max of 10 points to use to pick your characters. Think of if as a low tier character tournament
