Ranganathan published the second revised version of the Model Public Library act, 1948 in 1957 in his book, Five Laws of Library Science. There's a possibility that the suggestion of Amending the Delivery of Books and Newspapers Act was given in the second revised version of the Model public library act (1957), not the one published in 1948.
