Don’t even try. West China is a big no,no for tourists. Even when in China you can’t go to the western part. It’s a region where Uyghur people are treated very bad.

I would say Summer so that it is not too cold.
From May(windy),June(warm, sometimes hot),July(hot, it's the best time to visit Song Kul lake),August(hot, the best time for Issyk-Kul lake)
