    If they are leaving because of bill 96, why are they mad that the little girl has to go to a french school? This has been a requirement for more than 40 years. Bill 96 has nothing to do with this

      They are most likely mad because they are being forced to to send their child to a French school
      Learning french is a terrific advantage to anyone ,but the economic language is english. The continual pressure put on all communities will have a detrimental impact on the english and young francophone community when more and more employers leave quebec.

    You all laughing, but what is not said is all the skilled labor going to English speaking provinces.. when Quebec has a serious labor shortage. Meanwhile European countries teach English language in their schools without being so insecure about loosing their culture

      English classes are mandatory in every school in Québec from grade 4 onwards...
      And the reason why other countries don't loose their culture, is because they are countries. English isn't "simply a second language" in Québec, it's a lot more complicated than that.

      @@whataday443 Belgium has two languages, Switzerland has four languages... And they learn English, and they are countries like Canada which has two official languages. Look at Canada government website, two languages. The sad thing is , in Quebec by making obstacles and imposing, don't help matters at all. English school do full 100% French immersion programs but they still get defunded

    When you live in the US everyone has to learn English or Spanish quickly. Just like France, if you move there you have to learn the lingo quickly or you’re lost.

      Except the US and France are countries, not states inside a country. Also the US and France don't have language protection laws, they are confident in the usefulness of their language. Only a useless lingo requires a law to protect it.

    The reasons given by this family for returning to Michigan are ambiguous. Initially, the report specifies that they came to settle in Quebec, in Montreal, because they have family here and they wanted to get closer and give their daughter a chance to learn French. Then comes Bill 96 which does not suit them and they decide to return to Michigan where the chances of learning French for their daughter are certainly less, even zero.

      Yes... Because learning French at the cost of failing out of school is not worth it. It takes more than 6 months to learn a language from scratch, especially as a child in full time school!
      Talk to any immigrant to Quebec, almost everyone is trying to learn and use french, but that doesn't happen overnight. And as you yourself point out, that's really hard to do before you move to Quebec.

      Canada is an officially bilingual country, as it should be. It is surprising that all of the negative comments here regarding Bill 96 on the protection of French in Quebec come from individuals in provinces where English is the official language, either de facto or by government legislation, while only one province has bilingual status, i.e. New Brunswick and only Quebec has had French as an official and common language since 1974. According to the 2021 Canadian population census, 46.4% of Quebecers are bilingual, while only 18% of Canadians other provinces and territories are. Quebec is therefore the most bilingual province in the country. English is the only official language of Alberta, B.C., P.E.I., Manitoba, N.S., Ontario, Saskatchewan and Newfoundland and Labrador.
      A francophone outside Quebec must necessarily be bilingual and compel himself to receive limited services in his mother tongue if he wants to survive in this English-speaking sea in the country, which accounts for more than 75% of the Canadian population. This is not the case for a unilingual Anglophone in Quebec, who can live his whole life without having to use the official language, since his rights, services and institutions are protected and equivalent to those of the Francophone majority in the province. , even with the adoption of Bill 96, which also protects, by the way, English as a second language and the languages of the First Nations. English Canada, of which you are a part, has no lesson to teach Quebec, as you do. Your attitude undoubtedly arouses bad reception in Montreal or elsewhere in the province, if you do not have the courtesy to address yourself in French first to the locals, as any good Quebecer does when he is elsewhere in the country.

    This family moved here because they loved Quebec and also have close family here...i found this on someone's social media that really stuck and thought i would share- this is not me but really struck a code
    I moved to Quebec 17 years ago as a fresh high school graduate. I had moved to pursue a career in contemporary dance and with a wonderfully rich and multi-cultural art scene Montreal was the perfect city.
    Hailing from a smaller city in northern British Columbia (10 hrs. north of Vancouver to put it in perspective), I had been put in French immersion as a child in kindergarten and continued all through high school, eventually graduating in grade 12 from the program.
    I always felt it was a privilege to learn a second language, especially one that had historical ties to my country and it’s foundation.
    When I moved to Montreal I immediately immersed myself in applying my French in as many ways as I could. I wanted to be fully bilingual and desired to put what I had learned to valuable use. I took a roommate who was from Paris, who I was able to practice my French with. I was one of two anglophones in my 3-year pre-professional dance program. All my classes were in French. I got a job at a clothing boutique and restaurant downtown where I was able to use my French. I was and have always been a willing and eager participant to use my second language as much as I can in work and in life.
    However what has transpired over the past 17 years since I’ve been a citizen of the province has been supremely discouraging. The incessant focus on French culture being solely identifiable through language has greatly short-changed the beauty of Quebec and it’s history. The bills that have been passed are punitive and a giant slap in the face to it’s citizens who have chosen to make their lives in Quebec. Not only are these bills a danger to the growth of the province but they put unnecessary pressure and restraints on francophones and anglophones alike.
    Those who speak French are being purposefully disadvantaged while those who speak English are being penalized. This province has been in a consistent state of unrest and has experienced the economic downfall of such bills. These language bills have given Quebec a reputation for being intolerant, belligerent and stubborn in ways that have never served the greater good of the province and it’s people.
    Where I made my way to Quebec with the joy of using and applying my second-language, others have been discouraged to stay and have been forced to leave to be able to work, communicate and live harmoniously. The debate on losing Quebecois culture has always come down to language and with the passing of these laws there has been a cloud cast upon the province.
    When I meet people who have lived in Quebec their entire lives and haven’t learned French, I have often thought they missed out greatly on the opportunity to learn a second language. Their loss, for who wouldn’t want to learn a second language that can so often be applied and utilized? I have always considered it a privilege to learn a second language that I can use. I have always thought it a blessing that I was able to use French right out of high school, for if I had stayed in B.C. I surely would have lost everything I learned. However when it is being forced and pushed down your throat, there is a certain reaction that in turn follows.
    This forced focus of learning French to appease a nationalistic ideal has caused the opposite result of what, I believe, the province of Quebec would intend.
    When the preservation of culture relies solely on language, how can one be enticed or encouraged to learn more about the culture? How rich is a culture that bases it’s sole value on language? Why would people feel encouraged to embrace a culture that so blatantly disregards it’s own place in the tapestry of a country that has been built on cultural diversity? How does Quebec expect to attract the people it needs for it’s own growth and sustainability? What will happen to it’s people who will be kept uneducated in the primary language of business, in the WORLD?
    I truly believe it is not only the anglophones who should feel disgruntled (and we are) but also the Francophones, who are being disenfranchised at every turn. Any government taking away the right to learn the primary language of the country (and the world) is not interested in serving in the best interest of it’s people.
    At the rate at which Quebec is going, the province will become a historical shell, made completely irrelevant in the modern world of progress. When a majority of high-income earners are anglophone what will the province then do when, for the second time ‘round, people leave for another province and take their contributions and wealth with them? Will the Francophones pick up the pieces and make up those lost numbers?
    It is so unfortunate that it has come to this, but what is more unfortunate is that should people remain complacent, silent and accepting, Quebec will become a graveyard of missed opportunity, lost potential and a provincial-prison for those who are being continuously disadvantaged by the belief being pushed that Quebec culture is solely based on language.

    This is the same story almost everyone moving to Quebec has (even those from France). We want to learn Québécois French, many of us are very invested. And it's more than just for fun; we recognize how culturally important it is.
    But Bill 96 effectively says "use C1 French right now or die."
    We want to get to C1 I promise you! But no working class, average person can do that in 6 months, let alone one day of school.
    I've been rushing through a French program myself. I love the language and I love learning it! Buy I'm already 3 months in and only A1. I suspect another 7 months till B2, and probably a year then until C1, which is pretty much a must to do business and education in any language.

      Learn French, it's not hard. They give you 6 months to have FUNCTIONAL FRENCH. If you don't want to use French as your daily language of instruction, work and life, then you're free to LEAVE QUEBEC.

    Move to the TORONTO Area and enroll your daughter in a French-language school program here. There is a GROUNDSWELL of such French-language school programs in the Toronto region that Quebecois are ignorant of. I speak as a retired Toronto who left Montreal in 1981.

    Ontario has 600,000 Franco-Ontarians who have only one hospital which the Ontario government strongly wanted to close and the Franco-Ontarians have just had their first university in 2021 located in Toronto, while the majority of French live in Ottawa.
    Quebec has 660,000 Anglo-Quebecers who have nearly 20 hospitals including a huge brand new McGill University Hospital and they have 3 universities for a very long time.
    Quebec is NOT racist.
    L'Ontario compte 600 000 Franco-Ontariens qui n'ont qu'un seul hôpital que le gouvernement ontarien voulait fortement fermer et les Franco-Ontariens viennent d'avoir leur première université en 2021 située à Toronto, alors que la majorité des Français vivent à Ottawa.
    Le Québec compte 660 000 Anglo-Québécois qui ont près de 20 hôpitaux dont un immense tout nouveau l'Hôpital universitaire McGill et ils ont 3 universités depuis très longtemps.

    I speak French Fluent and i live in quebec and never left (exept one time). When i saw bill 96 getting pass i just tough it was dumb, why make people speak french, french is a hard language to learn so i dont think they should learn it and they will speak english no matter what the gouvernement says.

    The powers that be in Quebec believe that the survival of French depends on the vast majority of Quebecers being unilingually French (but their kids will have to know English because the powers that be know it is for their professional betterment).

      Most people in Montreal speak both languages. A lot of them speak 3-4 languages. People in English provinces cannot even manage 2 languages. 😂

      I know a number of people here in Quebec who are fluent in English but can barely speak French despite being born in Montreal. There, I also keep encountering people who don't speak any French.

    I 110% support Quebec for making sure that the French language is protected. I believe it does not go far enough- English instruction schools should be targetted for use of more French or shut down entirely. Why should the language of instruction be anything but French in Quebec? Why are people exempted from studying in French if they have a parent who studied in English? Absurd. FRENCH ONLY OR LEAVE.

    But if you really wanted your kids to be bilingual in French and English, there are other Canadian provinces that offer that possibility. One is even officially bilingual.
    Not sure going back to the US will get you what you wanted in the first place.

      @Simone Beauvoir well, they did specifically move to Montreal. You are right. They had to pick a city. Could have gone to Ottawa, couple hours away, bilingual, closer to family than the states.
      Again, the choice of Montreal isn't the main topic of the interview. It's about language laws. There were alternatives to just giving up and going back is all.
      I have a feeling you're bored and just want to argue for the sake of arguing. I gave my point of view. Unless you're that family, you can't speak for them. I only speak on their choice.

      @@hewhodies Provinces can only control their own institutions. But english is official in the National Assembly, the courts, it's guaranteed in healthcare and schools. That leaves publicly owned businesses and by some cheeky magic in the French Charter, private ones. Neither of which are a form of government.
      Everyone has been ignoring these conflicts because of what they(the Elites) term "linguistic peace". English is official across the whole country.

    If they wanted to learn a second language, they should've actually tried instead of quitting midway. Whether you support Bill 96 or not learning a language takes practice. If they're not willing to put in the effort, then they should move to Ontario instead.
    I had to work hard to learn English when I immigrated here, my parents did too, we didn't chicken out because it got too hard.

      English is way more useful than French in a global context. Can't really equate the 2 languages having equal importance. One is vital for job security. The other is more of a cultural hobby thing. 2nd language is a major time commitment that not everyone have the luxury of enjoying. The arrogance of people in Quebec to shove this down people throats without a care in the world for individual's circumstances.

    My brothers and my friends moved from Ontario and other parts of Canada to come to Quebec thinking that they will get a job over here and only require to speak French but it's not the case on Montreal where you need to be bilingual to get a job. Until other provinces stop discriminating Francophone who do not speak English Quebec should fully impose French only at every single place unless French is dead in the next 10 years.. Believe me.

    The AMOUNT of anglophone privilege they have. I am American, I have lived in Québec for over a year in a half, I speak French and I support most of Bill 96. If you move somewhere, you LEARN THE LANGUAGE OF THE AREA. It is obvious they didn’t enrol their daughter in French school which will only set her up for failure.

      Yes, and you know what? You are now better qualified to get a job, (in Quebec or anywhere else) compared to an anglophone in Quebec having the same qualifications, but who does not speak and write French, after going to high school and university in Quebec. I say this not as a Francophone, but as an Anglophone who went to university in French, after doing high school and Cegep in English. If I had not learned French well enough, I probably wouldn't have the professional job I have now, in Montreal, the city where I was born.
      There are better ways than B-96 Simon J-B could have made Anglophone Cegep studens acquire French (such as offering a Certificat de compétence linguistique, in exchange for doing 3 courses or writing or communication courses in French), but making those Cegep students become fluent in French will help them, regardless of how reluctant they are to do it. Stepping out of the comfort zone was the best decision I've ever made.

I won't waste my daughter's time learning a language that will going to be diminished in a few decades. Nothing against French speaking Canadian, but this is a fact, no one can reverse this trend.

    When will people get this into their heads, Quebec is French province, its not bilingual, its French, if you want to live here you must speak French. Anglophones and other non French speakers have the rest of Canada to move to and make a home in, Toronto is just a few hours by Train from Montreal and is a fantastic city. Anglophones who chose to remain in Quebec must accept that they are 2nd to Francophones.
    You can learn French, I encourage everyone to do so..

    Moi je suis Français (maintenant Canadien aussi), je vivais à Toronto et je suis venu à Montréal non pas pour parler français (je peux le faire en... France) mais parce que je voulais découvrir cette ville dont je ne cesse d'entendre du bien. Je suis un citoyen du monde, j'aime le mélange culturel, j'aime par dessus tout parler anglais c'est vrai, car ça permet de s'affranchir des frontières, et je venais pour découvrir la diversité culturelle de Montréal. J'avais juste pas inclus la notion de Québec dans mes calculs... Ma partenaire ne parle pas français, je ne l'ai jamais forcée à l'apprendre.

    “If Bill 96 is passed, here are some of its points that may directly impact Quebec’s anglophone population.
    Doctors will be required to address all their patients in French.
    Speaking French will be mandated in companies with more than 25 employees.
    The number of mandatory French CEGEP courses for anglophone students will increase to five.
    Limitations on the number of students accepted into English-speaking schools will be set.
    Fines of up to $30,000 and the revoking of the status of companies may be enacted if there are repeated incidents of employees communicating in other languages.
    Documents submitted to local government agencies to obtain permits, subsidies or financial assistance must be written exclusively in French.
    The government will have the right to seize one’s work phone to verify that they are communicating in French.
    Those who attended English schools in Quebec or in another province will be granted “historic anglophone” status and will therefore be allowed to keep doing so.
    A French-language minister will be appointed and put in charge of ensuring compliance with the new legislation.”

      According to Bill 101 an Employer can't demand that a Employee speaks English to get hired. It's a law that has never been applied cause you can't prove that you weren't hired because you spoke only French

      The only bilingual province in Canada is New-Brunswick. All of the "bilingual" things you complain about in English provinces are also true in Québec. Québec has bilingual product labels, mandatory English classes for French students and government services offered in English. The rate of French-English bilinguals is also higher in Québec than anywhere else.

I live in Quebec, am an anglophone and it took me at least 9 years to become semi-fluent in french starting in kindergarten. how is a third grader with 0 background in french going to do that in a year?

If the Quebec government wants more people using the language of Moliere they have to provide more help. People will provide the attitude to learn French but Quebec must provide more money to teach French. No everyone has the money to place their children in fancy schools where they can have more hours of instructions in French. And courses for adults at the Alliance Francaise are not cheap either.

      The French taught in schools in Québec is 100% the same French they teach in France. There is no "Québec French", what you're referring to is no more than an accent and a different speech pattern. French people can understand it, it's just that most of them aren't exposed to it much throughout their life, so it takes them aback when they first hear it. Kind of like an American hearing a thick Scottish accent for the first time.
