Hero can act fairly fast out of Kaclang, which is why you should use a decently fast move to punish it, unless you have its timer in your head. To punish Kaclang, wait a couple seconds then charge your strongest move that's not slow, then let go as soon as you see Hero start moving again. Also, Lucas's down smash launches horizontally, so it kills well at ledge.

When the Hero became vulnerable to attacks again, the Lucas player released his down smash attack. Lucas hits Hero on the first frame after he exits metal mode, KOing him. Here’s the thing though: Lucas’ down smash has some startup lag. This means that there is a brief split second between when the player releases the controller button and when the attack connects. In the case of Lucas’s down smash, 19 FRAMES in the game must go by between when the controller button is released and when the attack finally connects and does damage. So in this particular case, the player released Lucas’s down smash exactly (or almost exactly) 19 FRAMES before Hero stopped being metal. And on the 20th frame (which is the very, very first frame that the Hero stopped being metal, and the very, very first frame that down smash does damage) the attack connected.
