Aren't there some classic episodes set on the moon? In universe, do they take place before 1969?
I can only think of the Patrick Troughton story The Moonbase (1967) featuring the Cybermen though set in the future.
There's also The Seeds of Death, another Troughton story which aired a few months before the moon landings
