I think the song is something about dirks candy funeral what with it being the first time that everyone is assembled in the same place for years. The more light hearted tone could be from the arrival of Aradia and Sollux and her corpse party shenanigans
This song is definitely for the new species that dirk and rose are making. the song is like wary and imposing at the beginning to parallel with how fucked up they're going to start, then the song goes into a much brighter kinder tune for when they get out of the uncanny valley, ending with a curious and hopeful feeling where the existence of relevance lies on the shoulders of these new species being able to play whatever sburb will be called this time
plus its literally called assembly, its them being put together from whatever they had lying around on the ship, ofc dirk has been planning this for a while so they aren't strapped for materials

The bell sounds always throw me off because my grandparents used to have a grandfather clock which made the exact same melody and i grew up listening to that daily
