exactly my thoughts, in many chase/battle scenes the commanding officer usually says that as if it is meant something.
commanding office usually deals with macro issues, micro management ( to a certain degree ) is usually left to field personnel, thats why its important to have a "good pilot" otherwise anyone who could follow simple orders would be able to carry out the demanding tasks that these people are put through

I believe the two moto-terminators goal is to track the get away humans. The secondary objective appears to be stopping the humans by firing at the truck. But I believe these are likely designed to mostly track and follow. This is because the Harvester ship and HK both find the truck on the bridge despite having driven very far away from the attack scene. Its likely the moto-terminators have a tracking system onboard so the HK or Harvesters can find them.
Another possibility for the Moto-Terminators not opening fire much could be down to power consumption. We see a majority of Terminator units still use human standard bullet guns and not laser blasters. The blasters are mostly seen on larger units like Harvesters, HK's, and Torrents. Considering this is also the early days of SkyNet its extremely likely the moto-terminators only has a very limited amount of power to use blasters like these on such a small infiltration unit.

The designs of the moto-Terminators are cool but they feel too advanced for the time period, where nearly everything else was chunky, heavy, and not very fast. Salvation wasn't great, but it was still a lot better than the Terminator movies that followed. They should have stayed in this era instead of abandoning it after one film.

It's not practical to make everything hyper advanced, Skynet would be constantly recalling all units for upgrades whenever it discovered something new that could be implemented. My theory is that the harvesters are newer and fewer in number and specific for a simple task, and were equipped with the existing moto-terminators to mitigate the spread of knowledge about them, as the movie does establish the harvesters to be part of a secret program by skynet.

Yup and they really do go hand in hand of the parallels they really complete eatch other from beginning to end more so I would say then T2 does
1 The T800 scene trying to grab John’s face just like Sarah at the end of the terminator
2 The T800 walking up the stairs leg shot jast as it was in T1 factory chase
3 The T600 scene while John is crawling just as Sarah was crawling away from the T800
      4 Sarah’s picture
5 The gas station of salvation a call back to Terminator 1 gas station
6 Kyle Reese’s learning the shot gun strap as he knows it in T1 delete extra extended scene
7 Johns face to face talk about terminator 1 events to Marcus
8 Kyle there was one men who tought us to fight he turn it around he brought us back the foreshadowing in T4 the terminator camps
9 John now protecting his would be teen father just as he will In The terminator protecting his unborn son
Yeah pretty much this is also why T1 and T4 are my favorite yes there are Direct story plot references to Terminator 2 JD and even T3 especially with the skynet knowing about John’s dad which you can thank Sarah for that in the hospital plus 10 years later Skynet resurrected as the INTERNET 🛜 which People thought was a plot hole 🕳️ and not useing there brains of thinking of the terminator lore up to this point LMFAO 🤣
But yeah you get it T4 was truly a love letter to what preceded it but the biggest lore letter connection was T1 being its sequel-prequel and all

Some people said this movie was bad and was too much like transformers (some psychopaths even say it’s the worst in the franchise, like have they even watched a terminator sequel) I thought it was freaking awesome. It’s the only original sequel that moves forward instead of rebooting itself, it’s great to finally see the future they keep talking about, even though it’s PG13 the grittier and more realistic tone is a nice welcome, while not all the characters are super interesting you do care for them, it’s the only terminator sequel that isn’t just another Terminator 2, the visuals are really cool and realistic and still hold up, and the action scenes and set pieces are great. This might be a super controversial take but ‘Terminator Salvation’ is my second favourite terminator movie behind ‘Terminator 2 Judgment Day’

The concept of this film was really cool! Just a real shame the quality was not as good as it could of been! I loved the part where the 2 resistance planes come flying in and take on an HK and the Harvester. But the Harvester clearly shows it can sustain a spare HK for protection and I love that the HK very quickly locks on the two planes to a point where it blows them both out of the sky within mere moments.
This scene clearly shows if the humans can get the surprise they can beat the machines but once the machines are in chase there is no chance of winning.

@@BrutalFoX. It is question of the relativity.
If you are an alien that meets four astronauts on the moon, and you have never met a humans or know their existence, you will judge humanity based to those four person.
But if you later on see a bunch of angry mob on earth rioting etc, you will judge the whole humanity differently, but as well you will judge those four individuals differently.
So when there was just a Terminator 1 and Terminator 2 for long time 1985-2003, that is 18 years, you only knew that there is two movies and the second one was better than first one.
And in the movie industry, the Terminator 2 is considered one of the rare movies where the successor to first one is better. Only very few ones has managed to do that.
So now when 2003 the Terminator 3 was released, it was with totally new angle to ruin the Terminator 2 even. A cheap shot if you will. A new photography, a new actor for John, a unknown woman character that is more important than John, try to be clever funny with original cast members as Arnold and Earl, and then just totally new terminator that was so overpowered that it is stupid how it failed by any means, considering that T1000 was already a major threat but with clear vulnerabilities.
But when these new movies were made and rolled out, more and more stupid got out and you start to see that the T3 wasn't the worst....
The same thing is example with the Predator and Alien movies.
The Predator 2 is better many ways, but first is iconic. But after all kind reboots of the Predator, nothing is beating 1 and 2.
How many remembers when Alien 3 got out?
      1979 Alien
      1986 Aliens
      1992 Alien 3
The Alien is still the best of all, the Aliens is still with idiotic story line and characters, but second best because it is as well closer to original than anything after that.
I yesterday watched Alien 3, last time seeing it maybe 1995 or something. And it was as bad as I recalled, a horrible visual effects for Alien, a low effort location, unimportant characters and events, and it really did not add a thing to whole Alien or science fiction.
But boy is it a better than anything that came after it....
And I am actually waiting that Alien 3 would get a remaster version, where all the visual effects are redone with modern graphics capabilities, as it is so damn ugly to see a green cardboard alien.
The Prometheus is visually great, great start to build on, but they failed totally with the engineers, that can be even see with the cut off scenes. And then when you combine it with the successor of Alien Covenant, it falls horribly.
It was again one of those where you send a grown up children on important mission, and you get back the results, just like the Aliens was with main problem.
Something on what the Alien never failed.
And when watching new Terminator movies, there are just major brain farts in them after T2 that it is even today difficult to suggest to watch them.
