I think he's just focused and thinks logically. Not sadistic like the rest of the crew. He know they landed on Earth for the sole purpose of cocooning humans and fooling around is unnecessary. If the klowns have some sort of hierarchy; I imagine he's second in command.
He’s probably some old dude klown (In the scene where they get out of the clown car to pie the guard, he grunts ALOT when getting out), or he’s just some grumpy dude or doesn’t like fooling around I mean he is pretty smart and/or maybe it’s all of what I mentioned

Rudy’s my favorite klown, he’s very slim and skinny, which non of the other klowns are, all the other klowns have fatness in their costume but Rudy doesn’t, and I love how in the store he seems like he’s very interested in humans, and he gets one of the coolest props, the popkorn bazooka.
While I like Shorty more, dude looks like he's ready to throw down sometimes, I find Rudy interesting because he seems the most casual in his movements.
