The Queen Mother seems very young. The last time I saw a Queen Mother, it was Queen Mother Elizabeth and it was for her 100th Birthday in the year 2000 on the Balcony of Buckingham Palace.

Monks and Nuns do not need to bow to Royalties, because Royalty is still subjected to ignorance, rebirth and death and is "prestigious" only to the normal people but real Monks and Nuns are prestigious and precious in the whole realm of Samsara, practicing the Path to Nirbana, Bodhicitta and etc.
Hence, if a King accepts bowing from a Monk, his merits are deeply affected. So, in order to protect people and truly execute the practice of Liberation, real Monks and Nuns treat Royalties just like any normal person, do not differentiate and also do not bow to them.
