I’ve tried every turning and it won’t let me do time attacks due to “not having the right tuning” but I’ve literally selected every single tuning. Do you need a specific car

Yes that's right, I believe each mod has a tuning setting, XDS, Multiplayer, Time Attack.

i'm a returning, how to unlock this mode? do we need to spend gold and coins (tuning) on every car that we want to use in this mode?

Hacki Roku and some cars for free, But for other cars, coins and gold are needed.
