I would like to start small in mu flat. Mo garden but we have nearby park. Is it acceptable but it will be child minding not mursery

What if you're in a deprived area and most of the children in your setting are using funded hours, thar barely cover anything?
They are adjusting the funding to make it more viable. Hopefully you've seen some adjustment in the latest funding
