My guess is that the Japanese version of SF2CE is supposed to be more poweful while its Western counterparts sacrificed a bit of attack power to make the game more combo-friendly. I saw a video on it a while back.

The japanese version has different names. M. Bison was to be our Balrog, Balrog was to be our Vega and Vega was to be our M. Bison. But to avoid Mike Tyson's process against the name M. Bison, they renamed the charachters for USA, as we know today. (Sorry for my english, I'm brazilian)
