No, foundation concrete must be done in mix ratio as specified in drawing and normal sized aggregate must be used.

Quick fix M sand will be good for RCC ..
River sand is better for RCC works... We will make a video on it soon
Compared to M sand River sand would be better for RCC work.. but cost wise M sand is economical.
