Here is the rule on when a player is down taken from the 1996 NCAA Football rulebook (as in published FOR, not after the 1996 season). It is the same as it is now. The elbow touching IS down. You can download it for free. Look at Rule 4. Here it is.... FR-58 Rule 4/Ball in Play, Dead Ball, Out of Bounds b. When any part of the ball carrier’s body, except his hand or foot, touches the ground or when the ball carrier is tackled or otherwise falls and loses possession of the ball as he contacts the ground with any part of his body, except his hand or foot [Exception: The ball remains alive when an offensive player has simulated a kick or at the snap is in position to kick the ball held for a place kick by a teammate. The ball may be kicked, passed or advanced by rule] (A.R. 4-1-3-I)
He never touched the ground. He rolled on top of another player and kept going. I saw this live on TV and the multiple replays afterward and the multiple SportsCenter highlights. It was a legit touchdown, hence the winning of Play of the Year at the ESPYs.

Probably because Florida was one of if not the best team in the 90s, the only team better than Florida in the 90s was probably Nebraska, had Florida not been as good as they were in the 90s, Tennessee would've had atleast one more Natty during the 90s and a whole lot more SEC championships.
Exhibit A: Why tennessee refuses games with MEMPHIS. Greater MEMPHIS STATE legislators should introduce legislation that requires 4 such games every moving 10 year period. I'd contribute several hundreds of dollars to incumbent or state house aspirant who pledged to introduce such legislation.

Biggest fluke ever in college football. If you beat a team the caliber of Tennessee you should be better lol. Was a big upset but a fluke because Memphis had a awful team that was worthless
