As a European, I think you got it spot on. I would choose Portugal if I couldn't afford the entry ticket to Monaco. The only problem I see with Portugal is its far out west location, but compared to Georgia, no problem. The Swiss people could bore you to death, very nice mountains but no ocean in sight.

Sure, Slovenia is quite safe, and perhaps for an expat who has already made a lot of his money and has arrangements elsewhere, it might be a good place to retire in. As for a business I wouldn't suggest Slovenia, even for being self employed, although if one is making under 50K/annum it's not that bad. The worst is if one is employed by a company, which means that they are taxed (all the taxes, contributions) at about 76% gross.
Cyprus is an amazing country, but the conflict could make some people feel uneasy. Not to mention, income tax can go up to 35% which is almost as high as the US. Corporate tax is a low 12.5% but you can still find lower, even in Europe. That being said, if given the choice, I’d choose between Cyprus, Portugal, and Georgia. It’s a beautiful country and seriously hope to invest there someday after this coronavirus crap is over

Portugal taxes are not low taxes. It is 31 percent after you are exempted. The flat tax rate is 20 % flat rate + 11% IRS = 31%. If you are not exempted it is over 41 percent or more
I am a little confused by Australia and the UK being mentioned as places that aren't "particularly safe". Australia's intentional homicide rate is very low at .89 per 100K in population, the UK's is 1.2 and Georgia's is much higher at 2.22 homicides per 100K. All countries you mentioned are vastly safer than the USA that has an embarrassing 4.96 per 100K of population but Australia and the UK are both very safe.
