I'm not sure what you mean by "sponsor side programming projects".. .But since are the other users that decide if sponsoring you or not, my advice is either you do something that is valuable for other people... or you find someone that just support you as a person :)

Unfortunately not. I mean, you can manage it manually tho… asking people for a fee in exchange of adding them to your repo. I think you can probably automate that già the GitHub api. But yeah, nothing out of the box

Taxes depend on the country. For me in HK, for example, I only have to pay the fee but not the Tax :)
