2008 international workstar dump truck is pulling to the left when braking i notice the arm on the brake chamber to the slack adjuster on the right side does not move in and out to engage or release the brakes. So does that mean my brake chamber is bad ?

air needs to be above 100 psi brotha , if not is not gonna switch into gear.

You don't have to take-off the speedometer, I did it just from the bottom.

Did this affect your cruise control? Mine shuts off and you have to turn the truck off before you can use cc again.
