No. A right is something that is inherent to everyone and cannot be taken away. A privilege is not guaranteed to everyone, for example people under 18 and convicted felons do not have the privilege to vote. To put it more simply a privilege can be denied a right cannot.
The 15th amendment guarantees the right to vote. Some rights CAN be restricted under certain conditions
