Error: Database connection failed
It is possible that the database is overloaded or otherwise not running properly.
The site administrator should also check that the database details have been correctly specified in config.php

try to reinstall . watch the full video tutorial again.
My understanding, and the way it worked for me, is that you need to start the server to make moodle work, and stop it when you won't use it.
